We signed up for both providers offered for the Off the Page: Downloadable Audiobooks for Washington project.
The State Library says they are now expecting a February 1 startup date for both OCLC NetLibrary Recorded Books collection and the OverDrive consortium, because administrative work and contract negotiations "are taking longer than expected." (Big surprise.) We will let you know when they let us know that the project has gone live, so you can start downloading those books.
